Homebuyer Assistance Programs

Our Homebuyer Assistance Programs offer qualified homebuyers funds to help with down payment and closing costs:

  • Applications for the City of Scranton, the City of Carbondale and Lackawanna County are processed through NeighborWorks Northeastern Pennsylvania.
  • Not purchasing in these areas? Your HUD-Certified Housing Counselors at NeighborWorks can connect you with other programs based on your unique needs.
  • The first step to accessing any funding is to complete a Homebuyer Education course and meet with one of our HUD-Certified Housing Counselors. View our events calendar to find and register for an upcoming homebuyer workshop.

City of Scranton Homebuyer Program

The City of Scranton Homebuyer Program offers qualified first-time home buyers a forgiven, deferred payment loan to help with down payment and closing expenses:

  • $5,000 minimum assistance awarded to approved applicants.
  • Homebuyer education required prior to applying.
  • Approval based on adjusted household income, you may qualify for deductions.
  • Income guidelines are based on HUD guidance, which updates annually. You can view the current income limits for the City of Scranton here.

Lackawanna County Homebuyer Program

The Lackawanna County Homebuyer Program offers qualified first-time home buyers a forgiven, deferred payment loan to help with down payment and closing expenses:

  • $7,500 minimum assistance awarded to approved applicants.
  • Homebuyer education required prior to applying.
  • Approval based on adjusted household income, you may qualify for deductions.
  • Funds available on a first-come, first-served basis.

Monroe County Homebuyer Program

The Monroe County Homebuyer Program offers qualified first-time home buyers a forgiven, deferred payment loan to help with down payment and closing expenses:

  • $5,000 minimum assistance awarded to approved applicants.

  • Approval based on adjusted household income, you may qualify for deductions.
  • Funds available on a first-come, first-served basis.

City of Carbondale Homebuyer Program

The City of Carbondale Homebuyer Program offers qualified first-time home buyers a forgiven, deferred payment loan to help with down payment and closing expenses:

  • $5,000 minimum assistance awarded to approved applicants.
  • Amount awards are 10-15% of home purchase price.
  • Homebuyer education required prior to applying.
  • Approval based on adjusted household income, you may qualify for deductions.
